Paul Madden is the Programme Manager for Standard Business Reporting which is being led from within the Australian Treasury. He is responsible for the overall programme including design, development, stakeholder relationships and management, and implementation. Paul also co-ordinates the work of teams in the other agencies in this multi government agency programme.

Prior to taking up this role, Paul was a First Assistant Commissioner with the Australian Tax Office responsible for the overall design (systems and business process) of a major transformation program, as well as developing business and systems designs to support policy and administrative reforms with a client and staff experience focus.

Within the Tax Office, Paul also had responsibility for Whole of Government service delivery and interoperability, and was the ATO’s Business owner for On-line Security and Authentication Processes. He was a member of the OECD Taxpayer Services Group and was responsible for adoption of open standards for compliance reporting and record keeping.

Paul played a major role as the Project Manager for systems delivery of a major Tax Reform in 2000. He has since led subsequent reform projects and has managed the ATO's overall systems development function.

Harm Jan van Burg (1953) is senior policymaker for the Netherlands Ministry of Finance/ Directorate-General of the tax- and customs administration in The Hague since 1983. He holds a degree in Social Sciences. Harm Jan has been active in different positions in Dutch Civil Service, mostly connected to corporate communications and electronic filing. Among these: Corporate communications, Customs communications, chain management for tax form production and distribution, e-tax services and presently innovation and development. Before the Ministry of Finance he worked for the Dutch post and telecommunications.

During his whole career Harm Jan has been involved in electronic communications. He was responsible for early day's videotext services, the first tax administration website (1995), involved in electronic tax filing and presently is involved with the electronic government in the Netherlands.

Worldwide tax administrations are active and interested in open standards for tax interoperability. Together with OASIS, the world standards organisation for e-commerce standards, the OECD Forum on Tax Administrations took the initiative to form a tax-xml technical committee. Several tax administrations together with major software vendors and accounting firms have joined this committee since 2003. Harm Jan has been promoter and chair of this committee from the start.

In 2003 he was awarded the Dutch XML award for his efforts. Presently he is project director for the national XBRL taxonomy project (Standard Business Reporting) and vice chair of the intergovernmental management-team for the coordination of E-government development in The Netherlands.

As senior director in Microsoft Finance Operations, Michael Ohata leads Microsoft’s initiatives around Extensible Business Reporting Language, driving a cohesive approach for the support of XBRL in Microsoft products and solutions. He currently serves as Chairman XBRL International, and was the Founding Chair of the XBRL Standards Board that oversees the technical specification development. John Turner is the CEO and co-founder of CoreFiling, which is widely recognised as one of the most important technology vendors and consulting firms in the XBRL space. CoreFiling provides software and services to a range of regulators, institutional investment firms, and government agencies, as well as a number of marquee brands involved in the SEC’s voluntary filing program. CoreFiling is a joint venture of DecisionSoft Limited, a privately held software engineering house and Business Wire, the leading financial news wire service, itself wholly owned by Berkshire Hathaway. Ian is the Deputy Australian Statistician responsible for macroeconomic statistics - which includes the national accounts, balance of payments, government finance and prices statistics, innovation statistics, economic analysis and reporting, and the integration of economic statistics.

Since June 2006, Ian has been New South Wales Regional Director, on secondment from Statistics New Zealand. He joined Statistics New Zealand in 1980 as a research officer following eighteen months working in the New Zealand Treasury. Ian has worked principally in business, economic and agricultural statistics, where he has played a major role in shaping statistical strategies and work programmes. Prior to coming to the ABS he was Deputy Government Statistician responsible for Macro-Economic, Regional and Environment Statistics. Ian has an MA from the University of Auckland.

The Securities and Exchange Commission appointed David Blaszkowsky in October to start and lead the new Office of Interactive Disclosure, with responsibilities that include the development of strategies for and implementation of XBRL and other electronic disclosure opportunities.  

David joined the SEC after a private sector career in consulting and financial information, most recently as a director leading several equity research and analytic information businesses for Standard & Poor’s in NY.  

Before that, David was the Director of Strategic Planning and Development for McGraw-Hill’s Construction Information Group (where he also worked on an early industry-specific XML standard), and held financial planning and reengineering roles at Fidelity Investments in Boston.

Hidhir is the Deputy Chief Executive of the Accounting & Corporate Regulatory Authority of Singapore (ACRA), the national regulator of businesses and public accountants.

He holds a Master of Laws Degree and is an advocate and solicitor of the Supreme Court of Singapore.

He joined the Singapore Legal Service after graduation and had served in various appointments in the service before being appointed Deputy Chief Executive of ACRA when ACRA was established on 1 April 2004. He is concurrently the Deputy Registrar of Companies, Businesses and Limited Liability Partnerships as well as the Deputy Registrar of Public Accountants. Jim joined Inland Revenue four years ago after moving back to New Zealand from Sydney. He is currently responsible for design, project management and business architecture within IR. Jim has a varied skill base spanning mechanical engineering, business development, programming, strategic planning, project management and design. He has worked in a number of industries including: engineering, manufacturing, telecommunications, ICT and government.

While working for Telecom NZ, Jim was involved in the creation of new products, services, processes and businesses. David started leading the implementation of XBRL in Australia on behalf of CPA Australia and the Institute of Chartered Accountants over 7 years ago.  David was formerly the XBRL Australia representative on the XBRL International Steering Committee for two years, and formerly the XBRL Australia Strategy Working Group Co-chair.  David has represented Ernst & Young Australia in the XBRL community since 2000.

David has also contributed to the development of the IASCF IFRS-GP XBRL taxonomy, and the Australian taxonomy.  David assisted in "tagging" the Ernst & Young Global’s Good Group XBRL financial statements.

Dr Ken Henry AC, Secretary, The Treasury

Dr Henry was born in Taree NSW on 27 November 1957. He completed a first class honours degree in economics at the University of NSW in 1979. From February 1980 to September 1984 he was a lecturer in the economics department of the University of Canterbury (Christchurch, New Zealand), where he completed his PhD in 1982. In September 1984 he returned to Australia, accepting a position in Treasury’s Taxation Policy Division. He was a member of the Treasury team that put together the Government's draft White Paper on Tax Reform (published in June 1985) and contributed to the development of the Government’s tax reform package (Reform of the Australian Taxation System, September 1985).

From September 1986 to June 1991, Dr Henry worked as a senior adviser to the Treasurer, providing advice on taxation policy and administration, retirement incomes policy, industry policy and microeconomic reform (including telecommunications reform). In June 1991 he returned to the Treasury, becoming head of the Microeconomic Modelling Unit. In July 1992 he took up the position of Minister (Economic and Financial Affairs) in the Australian Delegation to the OECD in Paris.

Dr Henry returned to the Treasury in January 1994 as head of the Taxation Policy Division. In August 1997 he was appointed Chairman of the Government’s Taxation Task Force, responsible for providing advice to the Government on tax reform options. In October 1998 he was promoted to the position of Executive Director (Deputy Secretary) of Treasury’s Economic Group, and a member of the Treasury Executive Board. In that role he had executive responsibility for domestic macroeconomic policy advice, domestic economic forecasting, and advice on international economic issues (including Australia’s relationship with the multilateral international financial institutions).

On 27 April 2001, Dr Henry was appointed Secretary to the Treasury. Dr Henry was reappointed for a further 5 years from 27 April 2006. He is an ex-officio member of the Board of Taxation, member of the Board of the Reserve Bank of Australia, Alternate Governor (for Australia) of the International Monetary Fund and Chairman of the Advisory Board of the Australian Office of Financial Management.

Dr Henry was awarded a Companion of the Order of Australia General Division (AC) in the Australia Day Honours 2007.

Eric E. Cohen is one of the original founders of XBRL, bringing the underlying concepts of XBRL to the American Institute of CPAs (AICPA) to encourage its development and support. He also is the inventor and ongoing primary architect of XBRL's Global Ledger Framework (XBRL GL). He has served as vice chair and chair of the XBRL GL Working Group, and was the first Chair of the XBRL US Jurisdiction's Steering Committee.

Within XBRL, Mr. Cohen is involved in many working groups; he teaches regularly on behalf of XBRL at XBRL-sponsored and external events. He also acts as an ambassador of XBRL to many other groups, including OASIS, OMG, OECD and the W3C. He has served as the chair of the OASIS Tax XBRL Liaison SC, representing the tax administrators to XBRL, and led the cross-consortium "Interoperability Pledge" effort. In those roles, he has served as an objective advisor to the leaders of many of the major governmental XBRL projects. He is also a named contributor to the XML Encryption Recommendation of the W3C, and continues to explore XML security and XBRL.

PricewaterhouseCooper's Global XBRL Technical Leader, Mr. Cohen works with the Firm's assurance, tax and advisory leadership globally. He provides knowledge support to PwC's XBRL teams to encourage greater participation and understanding of XBRL and related standards (such as Web Services and Service-Oriented Architecture, and XML Signature and Encryption) and teaches and trains PwC personnel internationally.

A Certified Public Accountant in the State of New York, he is active in the accounting profession, helping lead the profession in issues related to XBRL. He serves on committees of both AICPA and the Canadian Institute of Chartered Accountants (CICA) in areas dealing with XBRL's impact on assurance, current and future. He is also involved in XBRL-oriented research with leading academics, especially in the areas of Continuous Auditing and Data Level Assurance, and is a regular participant at academic conferences, including AAA and World Continuous Auditing conference. He is a founder and ongoing supporter of the annual "XBRL Academic Competition".

Mr. Cohen has written hundreds of articles for the business, professional and academic press, and contributed to a number of books in the area of technology. He wrote the first Internet article published in the AICPA's Journal of Accountancy, and authored the first book for accountants about the Internet, the Accountant's Guide to the Internet (John Wiley and Sons).

Mr. Cohen hopes that XBRL GL will help small businesses to operate more efficiently, larger businesses and government agencies to run more integrated, controlled and streamlined business environments, managers and auditors to more efficiently consume and analyze real-time data on an as-needed basis, and enable the seamless audit trail, bringing new transparency and accountability to corporate, governmental and non-profit operations.

Philip is the Chairman and co-founder of CoreFiling and has been working in the XBRL and XML field for many years. In 1997 he founded DecisionSoft which has become the leading tools and services company in the XBRL community. Philip's background is in financial trading and systems. Formerly a trader of financial derivatives, in 1987 he co-founded CATS Software Inc., a software start-up that provided enterprise trading and risk management systems for the capital markets. While at CATS he was responsible for product management, product development and release management, before becoming VP of Client Services in Palo Alto, California. In 1995, CATS launched its IPO, becoming the only company in its sector to achieve a full listing on NASDAQ.

Ms. E.G. (Ineke) Jansen MM (1963) is founder of MP International, a company who specializes in organizing efficient and effective contacts between public and private sector.

Improvement of the relationship between government and business runs like a continuous thread through her professional career. Starting in 1986 at the Fiscal Information and Investigation Service, Ineke was researcher and project manager of (international) data exchange.

Since 1995 Ineke was involved, as account- and team-manager, in several projects of the Dutch Tax Office regarding electronic data exchange. In 2002 she joined the Interdepartmental Program Government Desk 2000, being active in advising local councils on themes like multi channeling and citizen driven services.

After almost twenty years in the civil service, in 2003 Ineke started her own business on the Governess concept: building bridges between Government and Businesses.

Since this time she has worked for several governmental projects in the field of reduction of administrative burdens (ICTAL, GEIN-project and NTP). Additionally, clients came (and still come) from the private sector: businesses that depend for their processes and success on good collaboration with governmental organizations.

For businesses with a collective interest in agreements and collaboration with government, Ineke founded Marco Polo Platform in 2005. A strong believer in practical solutions through dialogue and building the (cultural) gap between government and business keeps Ineke going.

Dave van den Ende is director of Deloitte Consulting Netherlands. The main focus of his career has been on financial and management reporting processes and systems.

During his career, Dave has acquired extensive knowledge and experience with the implementation of performance management processes and systems at many organizations in both the public and private sector. Eventually, his focus at Deloitte shifted to the broader area of finance transformation and management control.

Five years ago his interest for XBRL was born when he was invited to help the Dutch water boards with the organizational aspects of their XBRL implementation.

Today he leads the XBRL initiative at Deloitte Netherlands and is involved in many national and international XBRL related projects.

Paul is co-founder and board member of the Dutch jurisdiction of XBRL International and one of the driving forces behind the global adoption of XBRL. Paul has a background in finance and Accounting and is involved in pragmatic implementations of digital reporting on a daily basis. As member of the International Specification group, chairman of the section Technology of XBRL The Netherlands, member of the Implementation Group of XBRL-UK, the Tools Section of XBRL-Germany and the CRAS workgroup, Paul has gained recognition as an expert in definition and deployment of the standard. Paul was founding board member and director of the 'XBRL in Europe' consortium.

Paul was the initiator of the first XBRL projects in the Europe and involved as coinitiator and project manager Architecture in the Netherlands Taxonomy Project for nation wide implementation of XBRL for all Dutch enterprises.

Ton Karelse has both IT- and a financial background. In 1980, he was co-founder of Quadrant Software, the producer/vendor of 'King'. King is an ERP for small and medium sized businesses and organizations. King and King Online provide full functionality for both the entrepreneur or the administrator and his accountant. This implies export facilities to profit and loss reporting tools, tax reporting tools, etc. The former ASCII format has been replaced by XML, of course. For accountants, King can export general ledger data to the 'Audit File'.

Ton is also a member of the board of The Netherlands Association of Registered Information Scientists 'VRI'. The VRI is known for its Code of Ethics and its Rules of Conduct. Members are Registerinformaticus (RI).

In 2004, the 'ICTAL' project was launched in the Netherlands: ICT and administratieve lastenverlichting, or ICT and reducing administrative and regulatory burdens. Quadrant Software (and Ton) were participants from day 1.

In 2005, Quadrant was also partner in the project EGS, elektronisch gestandaardiseerde statistiekuitvraging, electronic standardised exchange of statistics in retail.

In 2005, Quadrant was one of the first to offer electronic VAT reporting, as a standard feature in King. It should be hardly a surprise that Quadrant offers the XBRL format for export from King.

Trevor is a Fellow of the Institute of Chartered Accountants in Australia (ICAA) and holds a Bachelor of Commerce Degree from the University of Western Australia. He is currently a Director and CEO of XBRL Australia Ltd and an independent consultant to PricewaterhouseCoopers and Sinclair Knight Merz.

Trevor's involvement with XBRL began in the late 1990’s as part of his eBusiness Manager role with Merrill Lynch and on various ICAA committees. In 2000 he was invited onto the board of XBRL Australia Limited, and contracted to manage the promotion and development of the standard from an Australian perspective, which continues to this day.

He has been involved in Public Sector standardisation efforts in Australia at the municipal, State and Federal level. He managed the development of the Australian National Annual Reporting Extension to the IFRS XBRL Taxonomy. He was also involved in aspects of the SBR Business Case Development. He project managed the Victorian EasyBiz Extension Project to completion, which links Federal, State and Municipal agencies together to streamline the application process for licenses, permits and registrations for small and home-based businesses.

Josef Macdonald has the rare blend of project management, domain expertise and XBRL technical knowledge, accumulated over more than 7 years leadership of XBRL projects.

Until July 2007, Josef was the inaugural XBRL Practice Fellow with the IASC Foundation - the parent foundation, created as part of the reorganisation in 2000 to oversee the International Accounting Standards Board (IASB). Josef is the longest serving practice fellow in the IASC/IASB 20 year history.  In this role he founded the IASC Foundation XBRL Team, which he led from its inception. 

As founding chairman and project leader of the IFRS Taxonomy Working Group, Josef’s primary responsibility was to coordinate development of the core IFRS-based XBRL taxonomy and its support applications, as well as to initiate and direct IFRS XBRL-based projects. Josef held this position from January 2002 until July 2007. During this time he oversaw the release of 7 versions of IFRS taxonomies.

During this time, Josef led groups of domain and technical experts.  He also worked directly with specialist software vendors in the development of their XBRL tools to ensure compatibility and support for XBRL and the IFRS Taxonomies.  He also led development of a number of complimentary custom tools built by the IASC Foundation XBRL Team - including development of the world’s first online taxonomy modules manager, versioning tool, online taxonomy status indicator, presentation and calculation linkbase consistency checker and online taxonomy and reference search engine.

Josef was also responsible for external liaison with IFRS extension projects, including the COREP/FINREP projects, the Dutch taxonomy project, XBRL Australia, the New Zealand e-government project, Indonesian Government project, XBRL in Europe and its numerous jurisdictions.

Josef is currently the IASB’s representative to the European Committee of Central Balance Sheet Data Offices (ECCBSO) whose members include representatives of the ECB, Eurostat and 14 European Central Banks.  Josef has been the initiator and project leader of 3 years of XBRL and IFRS prototype projects aimed at reducing the reporting burden of European companies on behalf of the ECCBSO’s Third Working Group.

Josef is a former Chairman of the XBRL International Domain Working Group and was an Interim XBRL Standards Board member.  He has been involved in various roles with the initiation and establishment of various XBRL jurisdictions, including New Zealand and Australia.

Josef is a co-author of XBRL International’s Taxonomy Review Process and of the Financial Reporting Taxonomy Architecture.

The Mission of the IASCF XBRL Team is to create and provide the framework for consistent adoption and implementation of IFRS standards with an XBRL taxonomy. In his capacity of Team Leader, Olivier is in charge of coordinating all resources for accelerating the implementation and use of IFRS with XBRL. The International Accounting Standards Committee (IASC) Foundation, the oversight body of the International Accounting Standards Board (IASB), is the private sector independent body responsible for the development and promulgation of a single set of high quality international accounting standards, commonly named IFRS.
